What time of day is best to harvest fresh garden herbs for drying?

Between 9:30 AM and 11:00 AM on a sunny morning—right after the morning dew has completely dried off the leaves (so they don't mold), but before the hot afternoon sun causes volatile essential oils to evaporate.

Why are roots always dug in late autumn or very early spring?

In autumn, perennial plants draw their sugars, starches, and inulin down from the dying leaves into the underground root to survive winter. Digging in October or November captures the root at its plumpest and most potent.
